The programme operates within three IGAD border clusters:
Cluster I – Karamoja Cluster: Eastern Equatoria (South Sudan), South Omo (Ethiopia), and Turkana (Kenya).
Cluster II – Moyale-Moyale Cluster: Moyale region in Kenya and Ethiopia (Oromo and Somali Woredas).
Cluster III – Mandera Triangle Cluster: Gedo (Somalia), Mandera County (Kenya), and Doolow Ado (Ethiopia).
The programme is jointly implemented by IGAD and GIZ, co-financed by the European Union (EU) and BMZ (Federal Ministry for Economic Cooperation and Development). It also involves NGO consortia such as:
Dan Church Aid (DCA) – Karamoja Cluster
Danish Refugee Council (DRC) – Mandera Triangle Cluster
Life and Peace Institute (LPI) – Moyale-Moyale Cluster
To reduce local conflicts in cross-border areas.
To strengthen community resilience and social cohesion.
To enhance coordination among IGAD, local authorities, and implementing partners.
To promote economic recovery and sustainable development.
