About PRBP
The Peaceful and Resilient Borderlands Programme is a comprehensive multi-donor initiative addressing critical challenges in the Horn of Africa's cross-border regions. Jointly co-financed by the European Union and the Federal Ministry of Economic Cooperation and Development (BMZ), the programme operates from February 2024 to January 2027.
We work to reduce the impact of local conflicts in cross-border areas and enhance resilience across three strategic IGAD clusters in the Horn of Africa. Through an integrated approach combining peacebuilding, resilience building, and climate change adaptation, we address the root causes of instability while strengthening the capacities of cross-border communities.

Where We work
The Peaceful and Resilient Borderlands Programme (PRBP) operates across the Eastern and Horn of Africa, supporting cross-border communities affected by conflict, climate shocks, and resource-based vulnerabilities.
Countries of Operation
Our work spans six countries where pastoral and agro-pastoral livelihoods dominate and where cross-border coordination is critical for peace and resilience: Kenya, Uganda, South Sudan, Sudan, Djibouti, Somalia, Ethiopia
Cross-Border Clusters
Karamoja Cluster
Eastern Equatoria (South Sudan), South Omo (Ethiopia) and Turkana (Kenya).
Moyale–Moyale Cluster
Northern Kenya & Southern Ethiopia – Oromo and Somali communities.
Mandera–Somali Triangle Cluster
Mandera – Kenya | Gedo – Somalia | Doolow Ado – Ethiopia
Implementation Partnership

The programme brings together diverse expertise through a unique partnership model that combines regional coordination, technical expertise, and grassroots implementation:

  • IGAD and specialized institutions including ICPAC (Climate Prediction), ICPALD (Pastoral Areas & Livestock), and CEWARN (Conflict Early Warning)
  • GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) providing technical coordination
  • Dan Church Aid (DCA) implementing in Karamoja Cluster
  • Danish Refugee Council (DRC) implementing in Mandera Triangle Cluster
  • Life and Peace Institute (LPI) implementing in Moyale-Moyale Cluster
Our Approach
We employ the Humanitarian Development-Peace Nexus approach to create lasting impact across the borderlands. Our integrated strategy combines immediate humanitarian response with long-term development goals and sustainable peacebuilding efforts. This comprehensive approach ensures that we address not only the symptoms of conflict and instability but also their root causes, while building the resilience of communities to withstand future shocks.
