
The Peaceful and Resilient Borderlands Programme (PRBP), implemented under the Strengthening IGAD’s Capacity to Increase Resilience in the Horn of Africa (SCIDA III) programme, is a regional initiative led by GIZ in partnership with the Intergovernmental Authority on Development (IGAD) and local implementing partners.
The programme is designed to address the complex and interconnected challenges facing borderland
communities across the IGAD region, where recurring conflict, climate-related shocks, weak governance
structures, and socio-economic marginalization continue to undermine stability and development.
PRBP works closely with IGAD specialized institutions including CEWARN, ICPAC, and ICPALD,alongside national and local governments, civil society organizations, and borderland communities.
PRBP is currently being implemented across three strategic IGAD cross-border clusters: the South Omo–Turkana (Karamoja) Cluster, the Moyale–Moyale Cluster, and the Mandera Triangle Cluster.
These border regions, while historically affected by fragility and insecurity, also present significant opportunities for regional integration, economic growth, peaceful coexistence, and shared prosperity when supported through coordinated, inclusive, and locally driven interventions.
The programme seeks to reduce the impact of local conflicts while strengthening resilience among borderland communities through an integrated and conflict-sensitive approach. Its interventions areanchored on three interconnected outputs:


PRBP brings together a multi-partner implementation model combining regional coordination, technical expertise, and grassroots delivery:
— GIZ provides overall technical coordination and programme management
— IGAD and its specialised institutions (ICPAC, ICPALD, CEWARN) provide regional coordination and technical support
— Dan Church Aid (DCA) implements in the Karamoja Cluster (Kenya, Uganda, South Sudan, Ethiopia)
— Danish Refugee Council (DRC) implements in the Mandera Triangle Cluster (Kenya, Somalia, Ethiopia)
— Life and Peace Institute (LPI) implements in the Moyale–Moyale Cluster (Kenya, Ethiopia)
This initiative is co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ in partnership with IGAD.
