Performance Indicator Reference Sheet (PIRS)

Precise Definition(s): This indicator captures the number of conflict incidents that are both reported and verified within the designated programme areas over a defined period. A conflict incident is defined as a distinct event involving violence or credible threats of violence between individuals, groups, or communities
that disrupt peace, public order, or stability. These incidents are often driven by political, ethnic, resource-based, or inter-communal tensions.

A reported incident refers to any event documented through established early warning or response channels, including submissions via IGAD’s Conflict Early Warning and Response Mechanism (CEWARN), national Conflict Early Warning and Response Units (CEWERUs), or authorised community-level monitors.
Verification requires cross-checking through at least two independent sources or validation by IGAD’s eSCM system and its verification protocols.
