Report on Awareness on Trans Animal Diseases TAD

Transboundary Animal Diseases (TADs), including Foot and Mouth Disease (FMD), Pestedes Petits Ruminants (PPR), and Contagious Bovine Pleuropneumonia (CBPP), continue to pose significant threats to livestock-dependent livelihoods, food security, and regional trade across the IGAD region. The highly mobile nature of pastoral systems, porous international borders, and frequent cross-border livestock movements increase the risk of disease transmission and complicate control efforts.
In response to these challenges, IGAD, through the IGAD Centre for Pastoral Areas and Livestock Development (ICPALD), in collaboration with Member States, developed and signed Memoranda of Understanding (MoUs) and an Information Sharing Protocol aimed at strengthening cross-border coordination, surveillance, prevention, and control of TADs. Despite these efforts, implementation at county, border, and community levels has remained weak, largely due to limited awareness of the frameworks, unclear institutional roles, and inadequate operational coordination mechanisms.
